I think the counter you could try is stealthily eliminating them with your own (more silent) ranged weaponry if you're planning a direct engagement. And the constantly shooting guys kills every fight for me.. its not fun throwing smoke bomb after smoke bomb or keep dodging when you could be putting swords through people just to survive..I like they focused more on stealth. Under Initiates there is an accomplishment where you have to kill with a rifle. In Unity though they are just ridiculous. But yeah, the enemys are different. In any other situation though it doesn't. Enemies will be challenging even in 1 on 1 fights and you'll be incentivized a lot to use your brain first and be aware of your surroundings before you engage in a fight.
