I think the counter you could try is stealthily eliminating them with your own (more silent) ranged weaponry if you're planning a direct engagement. Now you can't really do that because you get shredded all the time by the freaking guns. And the constantly shooting guys kills every fight for me.. its not fun throwing smoke bomb after smoke bomb or keep dodging when you could be putting swords through people just to survive..I like they focused more on stealth. You said you cannot counter but an easy way around that is when someone is about to shoot you, just dodge, using the command. IMO this is just a massive play to get you to buy the Hack points so that you can deal with this ♥♥♥♥ easier. And to be honest, muskets packed a punch. Guns are far from overpowered here. Enemies will be challenging even in 1 on 1 fights and you'll be incentivized a lot to use your brain first and be aware of your surroundings before you engage in a fight.
